Meet Danny Carroll

Born and raised in West Kentucky’s 2nd District, Senator Danny Carroll’s interest in public service began during a business law class while he attended Marshall County High School. Sparked at a young age, his passion for the law would lead him through a lengthy and decorated career within the public sector.

Decades before becoming our State Senator, Danny Carroll earned his bachelor’s degree in Criminal Justice from Murray State University. He studied while also training and working as a local police officer. Danny Carroll served in the Paducah Police Department for 24 years, working his way up to Assistant Chief.

Upon his retirement in 2010, Danny Carroll was recruited as President and CEO of Easter Seals West Kentucky, a position he holds today. He played a pivotal role in helping the nonprofit come out of a time of substantial debt. With his help, the organization quickly rebounded back into a trusted name in disability services.

Danny Carroll was elected to the Kentucky State Senate in 2014 and he represents Ballard, Carlisle, Marshall and McCracken counties. Since his election, Sen. Carroll has promoted policies that create jobs in our communities and he has worked towards transparent government practices. During his four legislative sessions, Sen. Carroll has sponsored, and initiated House sponsorship of, twenty bills that were signed into law. Some of his highlights include:

  • Conner’s Law – which brought stiffer penalties for those who abuse children.
  • The Leeper Act – which lifted the nuclear moratorium in Kentucky.
  • The 911 Bill – which increased funding to 911 centers throughout the state by imposing a 911 fee on pre-paid cell phones. Prior funding has relied heavily on landline phone use.
  • The Anti Bullying Bill – which set standards for schools to follow in responding to incidents of bullying.
  • The Peer Support Network Joint Resolution – which supports students with special needs by implementing peer support programs within schools throughout the state. These programs will also serve as a recruiting grounds for special education teachers.
  • Sunny Pages Program – Sen. Carroll is credited, along with Sen. Parrett of Hardin County, with creating this Senate page program for kids with special needs.

Sen. Carroll serves as a member of the Appropriations and Revenue Committee, Education Committee, Health and Welfare Committee, Judiciary Committee, Medicaid Oversight Committee and the Budget Review Sub-Committee on Education. He also serves as co-chair of the Program Review and Investigations Committee and of the Budget Review Subcommittee on General Government, Finance, Personnel and Public Retirement. In addition, Sen. Carroll is a member of the Governor’s Early Childhood Advisory Council. On a national level, Sen. Carroll serves as a member of the Nuclear Legislative Working Group with the National Conference of State Legislators.

Danny Carroll and his wife of 29 years, Teressa, are raising two wonderful children, Seth and Maggie. They are active members in their community, as well as members of Twelve Oaks Baptist Church in Paducah. Sen. Carroll owes his legislative successes to the support of his community and he proudly serves the residents that have made his district his home.
